Our Mission

Welcome to the New Castle County Hope Center, Inc., a 501(c)(3) organization. The Mission of the New Castle County Hope Center, Inc. is to provide financial support to the New Castle County Hope Center. The Hope Center’s mission is to house and support individuals & families experiencing homelessness during the Covid-19 pandemic.

The Hope Center operates by referrals only.
Referral Process:
The Hope Center receives referrals from the Division of State Service Centers. The Division of State Service Centers can be reached at 1-866-843-7212 or by visiting https://dhss.delaware.gov/dhss/dssc/ofclocations.html or any State Service Center location in Delaware. The Division of State Services refers to available emergency housing locations, including the Hope Center, based on space available.

Our Story

At the end of a very tough year, on December 15, 2020, New Castle County opened the doors to the New Castle County Hope Center, Inc. This was just before the first Nor’easter hit Delaware. As a result, NCC Hope Center was able to provide shelter from the storm to more than 70 individuals, families, and their pets. 

Although the opening was a big step, statistics show that as many as 1165 people are experiencing homelessness on any given night in Delaware. NCC Hope Center needs ongoing support to continue to work to realize their vision to reduce the homeless population in Delaware by providing safe and stable temporary housing to those experiencing homelessness. They will also offer rehousing solutions and holistic programs & services onsite to minimize barriers and increase the odds of breaking the cycle of homelessness in Delaware.

Individuals and families staying at the Hope Center non-congregate site will be offered services, including:

  • COVID-19 Testing
  • Medical and behavioral health services
  • Prepared meals and laundry services
  • Transportation by van and public transportation for those who have essential activities, such as a job or medical appointments.
  • Case management and benefit assistance
  • Housing navigation and development of an exit plan to permanent housing.

Due to public health concerns, prior to entering the building, all guests and staff will be screened for COVID-19 symptoms.  Additionally, guests are strongly encouraged to stay in their rooms. The Hope Center is part of Delaware’s Centralized Intake System and will operate by referrals only. As a result, walk-ins are not allowed.
